President Obama calls Gov. Jerry Brown for California drought update — here’s the readout

The White House has just released details of President Obama’s call to Gov. Jerry Brown regarding the drought situation facing California.
Here’s the full release:
Today, the President called Governor Jerry Brown to receive an update on the situation in California and express his concern for the citizens impacted by the historic drought conditions facing the state – conditions that are likely to have significant impacts on the state’s communities, economy and environment in the coming months.
The President reinforced his commitment to providing the necessary federal support to the state and local efforts. The agencies are working together to target resources to help California and other impacted states prepare for and lessen the impacts of the drought. USDA is also working with farmers and ranchers to increase their irrigation water efficiency, protect vulnerable soils from erosion, and improve the health of pasture and range lands. And the Bureau of Reclamation is working closely with federal and California state authorities to facilitate water transfers and provide operational flexibility to convey and store available water, and facilitate additional actions that can conserve and move water to critical areas

Update from Tri Dam and possible drought effects on Lake Tulloch

Tri-Dam’s Board of Directors, members of the South San Joaquin Irrigation District and Oakdale Irrigation Districts are keenly monitoring drought forecasts, area conditions, and their potential impact on agency facilities.  Tri-Dam is also in direct contact with all agencies who operate facilities along the water system, both up and downstream from Tulloch.

At Tulloch, Tri-Dam’s use of the water is primarily for the generation of power at the dam near South Shore and downstream irrigation needs.  Water flows in to Tulloch Reservoir directly from New Melones Reservoir.  Tri-Dam and the United States Bureau of Reclamation (USBR) are signatory to a 1988 operating agreement coordinating the operation of New Melones and Tulloch Reservoirs and the subsequent balancing of power generation, reservoir levels, flood management, water supply demand for Stockton East Water District, Oakdale Irrigation District, South San Joaquin Irrigation District, Calaveras County Water District, and riverine habitat downstream of Goodwin reservoir.

Water rations in the foothills

Tuolumne Utilities District Board voted this week to enact immediate mandatory water restrictions due to drought conditions for their customers.

CCWD has not reached that level yet, but is still requesting customers to impose upon themselves a 20 gallon reduction per day use of water.

However according to the CCWD press release CCWD retains the ability to "implement appropriate programs and policies to address water conservation" as the "drought picture becomes more clear."

CHP STRIVES TO KEEP TEEN DRIVERS SAFE ON THE ROAD

SACRAMENTO, Calif. – Obtaining a driver license is a rite of passage for teenagers. However,
the reward of being a new driver comes with a real risk. Traffic collisions are the leading cause
of death for teens in the United States, taking the lives of an average of eight teenagers every
day. The chance of a teen being involved in a collision is at a lifetime high within the first two
years of driving. The California Highway Patrol (CHP) developed, “Start Smart,” a program
specifically designed to address newly licensed teen drivers and their parents.

“Through interactive educational programs like ‘Start Smart,’ the CHP is working to influence
California’s teen drivers so they develop good driving habits early,” said CHP Commissioner Joe
Farrow. “Accidents do happen, but collisions are avoidable.”

Candidate qualifications made a bit clearer

When a voter looks at the list of those who have pulled petition in lieu for an elected office in Calaveras County they have noticed and question the not qualified in parenthesis by virtually every candidate.

This does not meant the person is not qualified to run for office, this simply means they have not completed the additional requirements to run for that particular office.

According to the county elections office :
"In order for a candidate to be qualified they must submit 20 nomination signatures from voters registered within the district they are seeking office, pay filing fees and file a Declaration of Candidacy with the Election Official. The filing period for paying filing fees and filing the Declaration of Candidacy is between February 10 through March 7, 2014
Candidates for Superior Court Judge must file a notice of Intention in addition to the other filing requirements between January 27 & February 5, 2014. If an incumbent doesn’t file, the filing period is extended five days for anyone other than the incumbent."

Also, noted on the Calaveras County  Candidates Guide, "all candidates filing information is  considered public information and may be posted on the Elections Website."

Letter to the Editor hits close to home - re: Honor the Fallen

My name is Kelly Abercrombie and I am a California Highway Patrol Officer assigned to the San Andreas Area office. I am also in the Army National Guard, currently serving in Afghanistan.  Imagine my surprise as I scrolled through my local news blogspot, The Copper Gazette, and came across photos of two fallen soldiers I knew well. CW3 Andrew McAdams and SGT Drew Scobie, both of whom are pictured under Honor The Fallen. Andrew was my roommate , a fellow crew member and a good friend. Drew Scobie also was a friend and fellow crew-member. They are both sorely missed and their loss is felt by our unit every day, to say nothing of the loss their families must feel. I want to thank you for acknowledging them and for honoring their service to our country.

Very Respectfully,
CW2 Kelly Abercrombie

New 'Veterans Corner' column on the Calaveras Enterprise

According to 2013 stats from the California Department of Veteran Affairs, Calaveras County is home to about 5,498 veterans. If you’ve done the quick math, that is just a smidgen over 10 percent of the entire county’s total population.

With that said, the Calaveras Enterprise recognizes the need for veteran outreach and will begin featuring a twice-monthly Veterans Corner, with featured articles about and for veterans and their families.

This column will cover current veteran legislation, local veteran events, veteran interviews, the latest in research on Agent Orange, post traumatic stress disorder, traumatic brain injury, and highlight the many wonderful veteran organizations we have scattered throughout the county.

Two Additional Sheriff’s Deputies Appointed to the Resident Deputy Program

Sheriff Gary Kuntz announced the appointment of two additional resident deputies to his resident deputy program, bringing the total to four deputies assigned to the program. The newest resident deputies are Deputy Kyle Johnson and Deputy John Alfred. Deputy Johnson will be assigned to the communities of Arnold and Murphys, where he will work from the Arnold sheriff’s substation. Deputy Alfred will be assigned to the West Point/Mokelumne Hill/Mountain Ranch communities, working out of those respective substations. Earlier in his term Sheriff Kuntz appointed Corporal Rudi Leon as the resident deputy for Valley Springs, where he works out of the new Valley Springs substation, and Deputy Wayne Newnam for the Copperopolis area and substation. The goal of the resident deputy program is to have specific deputies identified and available to work as a liaison between their assigned communities and the sheriff’s office in order to address crime and other concerns of the residents. This is part of Sheriff’s Kuntz’s commitment towards having an effective approach to community and problem oriented policing...

Controller Seeks to Speed Returns at California's Lost and Found

SACRAMENTO - State Controller John Chiang today introduced eClaim, a breakthrough online tool aimed at reuniting Californians with lost and forgotten money.

When the property is worth less than $500 and there is only one owner listed, this online innovation – found at www.claimit.ca.gov – may let the claimant bypass the “paper and snail-mail” process upon which the State has been dependent since the Unclaimed Property Program was first established in 1959. Instead, Californians can search for and claim their money completely online, and expect to be reunited with their assets within 14 days.

Sonora PD press release re: Scam alert

Some businesses have been receiving what appears to be a legitimate bill/statement from a company called YELLOW BOOK. This is not associated with the real company which spells their name Yellowbook.

The statement uses a Myrtle Beach, SC address and the phone numbers listed are not good. Another giveaway that the bill is not legit, it uses the fingers walking through a book on the top right corner, which is a registered trade mark of another company.

If you receive one of these statements, DON’T PAY IT. If you have received one and did pay it, contact your financial institution immediately. Once the scammers obtain your account information they rapidly empty your account or charge a large amount on your credit card.

Copper library over budget but doors will open in new location with BOS vote in favor 5-0

At the 1-28-14 Board of Supervisors meeting the Copperopolis Library was once again the center
of discussion. With a final vote of 5-0 to approve rent in a new location, Callaway accepting the motion and Spellman seconding the motion.

The cause for open discussion was the 2013/14 county budget for the Copperopolis library which sits at $14,400 per year. The current rental agreement with the new owners is a month to month for $1,600.00 per month, $400.00 per month over budget.

Peter Racz of Valley Springs and Joe Kelly spoke during public comment at the BOS meeting questioning the validity of such an expense.

Racz introduced himself as a "rude, crude, obnoxious person" and asked "is this the best way under the circumstances that we have " to operate a library. "The County and the schools need to make libraries more effective." Whereas Kelly just wanted to make sure there existed an "exit strategy in case the county could not fund the expense."

Zachariah Collum, assistant CAO, addressed their concerns explaining the caveat for a 30 day notice to terminate lease in the contract. Collum also informed the BOS and the audience of his extensive search of available locations for the library.

Debbie Ponte announced that the current landlords did approach the Board "with a last minute bid" regarding a possible rent reduction for the current facility. Ponte requested their presence at the 1-28-14 meeting so that it could be discussed. At the time of meeting Ponte received a text stating they would not be able to attend.
